Passed bill authored by State Rep. Cody Vasut seeks to organize the election process for the Sweeny Hospital District board by specifying at-large elections and systematic assignment of board member positions, according to the Texas Legislature website.

In the House, 50 Democrats and 81 Republicans voted in favor of the bill, with no opposition.

Meanwhile, in the Senate, 11 Democrats and 20 Republicans voted in favor, also with no opposing votes.

Cody Vasut introduced the bill in the Texas House on Thursday, Jan. 30, during the 89th regular legislative session.

Vasut graduated from Texas A&M University in 2008 with a BBA and again in 2012 from University of Houston Law Center with a JD.

Vasut, a Republican, was elected to the Texas State House in 2021 to represent the state’s 25th House district, replacing previous state representative Dennis Bonnen.

According to the Texas Legislature, the bill’s official text was summarized as follows: ‘Relating to the election of the members of the board of directors of the Sweeny Hospital District’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the election process for the board of directors of the Sweeny Hospital District, specifying that the board will consist of seven directors elected at large by place. At the first board meeting after the bill’s effective date, which is Sept. 1, 2025, current directors will draw lots to assign specific places. The four directors with terms expiring in May 2026 will determine Places 1, 2, 3, and 4, while the three directors with terms expiring in May 2027 will determine Places 5, 6, and 7. This method aims to organize board member positions systematically.

The bill received its final legislative approval on Sunday, May 25, and was signed into law by Gov. Greg Abbott on Friday, June 20.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
